Job Description:

The Procurement Lead, CLO heads the Contract Labour Office (CLO) team, which significantly contributes to the firm’s talent resourcing needs for resources used both internally and externally on client engagements.

Job Responsibilities:

  • Exudes a positive KPMG brand by networking externally in the contingent workforce space.
  • Works closely with our Contract Talent Sourcing team to onboard sourced talent
  • Ensures business SLAs are met, provides leadership reporting and identifies risks/areas for improvement in the operating model
  • Coaches and provides advice and guidance to CLO Managers on multifaceted complex cases, contract clauses, escalations, and requests to result in effective and timely resolution, while providing leadership and performance management to the virtual CLO team (12 employees).
  • Stays current on contingent workforce related matters, legislation, policies, and practices and communicates relevant changes to make recommendations to internal stakeholders.
  • Reduces risk to KPMG by leveraging deep subject-matter technical expertise to advise, guide, and support Canadian Managing Partners (CMPs) and other Hiring Partners in the engagement of external resources, critical to meeting the needs of their clients/projects.
  • Working closely with the Managing Director, Procurement to oversee vendor relationships, including negotiation of MSA, vendor management, operational improvements, providing constructive service feedback, etc.

Job Requirements:

  • Proven ability to work well in a fast paced, highly demanding, team environment.
  • Keen eye for continuous improvement and efficiency.
  • Deep subject-matter expertise on matters relating to the contingent workforce, such as misclassification, co-employment, dependent contractors, personal service businesses, hourly vs SOW arrangements, insurance types, Payroller provides, etc.
  • Demonstrated ability to act as a trusted advisor, influencing and/or presenting to multiple stakeholders, including senior firm members/ Partners, contractors, external service providers, and various subject-matter experts.
  • Proficient and comfortable with working in multiple technologies (robotics process automation, case management technology, or vendor management systems an asset).
  • 5+ years of proven experience in a managerial role, ideally leading a team of procurement/contract negotiators.
  • Experience in procurement, resource management, human resources or an agency/staffing organizations.
  • 3+ years experience negotiating and drafting third-party agreements (including staffing/agency agreements).
  • Experience working with internal/external legal counsel.
  • Basic knowledge of immigration matters and federal government security clearances related to resourcing.
  • Superior written and verbal communication skills, including ability to influence and confidently deliver messages using simple language or to simplify complex messages to various stakeholders.
