Job Description:

The British Council has a significant contractor workforce around the world, including agency workers and consultants working through service contracts. These are managed through a variety of arrangements. We have an opportunity to increase efficiency, enhance our flexible resourcing capability, and reduce risk, by implementing appropriate policies, management mechanisms & service delivery solutions.

We are creating a Project Board and a Project Leader role to build our understanding of the as-is, scope and build the business case for strategic solutions, and lead implementation

Job Responsibilities:

  • Ensure project is structured and resourced effectively to enable achievement of goals in an efficient and cost-effective manner. Provide governance support to the Off-Payroll Service Provider Project Board.
  • Manage and plan the project, agreeing timetable and targets for delivery based on analysis of requirements, resourcing needs and dependencies.
  • Implement project governance, including developing and maintaining a Delivery Plan.
  • Assess legal/regulatory dependencies & establish risk appetite (e.g. compliant payroll arrangements, safeguarding & background screening, employment law etc) and design control framework
  • Develop proposals with stakeholder buy-in and work with Project Board to gain approval
  • In conjunction with key stakeholders, develop and communicate a clear and compelling vision for the project and roadmap for change.
  • Recruit, manage and lead a Business Analyst.
  • Develop and manage stakeholder relationships with the SBUs/ Corporate Functions and Regions, as well as with external partners, as required to deliver the plan.
  • Lead on stakeholder management ensuring engagement and buy-in.
  • Assess external best practice for global off-payroll worker management, including supplier consolidation (e.g. MSP) technology options
  • Ensure clearly defined worker categories, and communicate understanding globally
  • Identify project risks and dependencies. Develop successful mitigation strategies to ensure delivery.
  • Ensure relevant internal and external compliance and client requirements (financial, HR, quality management, tax, regulatory etc.) are met
  • Engage organisation to understand current & future contractor staffing requirements & existing models, and the risks attached
  • Map/identify populations (drawing on analysis already completed) and existing supplier relationships, globally/all SBUs

Job Requirements:

  • Knowledge of contractor workforce management marketplace, experience of procuring contractor workforce suppliers
  • Proven experience in managing and influencing senior stakeholders
  • You will have experience of contractor workforce management, For example responsibility for contractor workforces this in a large/complicated organisation. Alternatively, experience of delivering contractor services into this type of organisation, at enterprise level, working for a major contractor workforce supplier.
  • Knowledge of relevant legislative & regulatory environment
