Job Description:

Lead formulation of effective strategies, work programs, plans and initiatives related to ADNOC Group HSE, including business plans (short, medium and long-term) ensuring integration and alignment with the Corporate Vision and Mission. Provides professional advice, technical expertise and support on Strategic HSE Planning & Program Management Issues across ADNOC Group.
Lead the development of HSE Long Term/5-year Business Plan and Strategic HSE Master Plan for ADNOC & Group companies in line with ADNOC HSE Strategy & Executive Directives. Manage implementation of ADNOC & Group Companies HSE performance management programs and associated requirements throughout the Group in a planned and consistent manner.

Job Responsibilities:

  • Provide professional advice, guidance and coordination support in areas of HSE related strategic planning in the long, mid and short term for ADNOC and supports in the preparation and implementation of HSE operational plans in the Group of Companies.
  • Provide support to HSE teams in the Group Companies to achieve proper project planning preparations, schedule follow up and action tracking for standardized compliance with the ADNOC Code of Practices by the Group Companies.
  • Control overall performance monitoring and implementation of strategic HSE initiatives, plans and programs. Provide assurance that all respective HSE Business and Manpower Planning, Budgeting, Contracts, Performance management framework and other relevant HSE Business programs requirements implemented accordingly across ADNOC Group in a planned and consistent manner.
  • Advise on HSE organization structures, manning and work force requirements to cover HSE mandates, resources constrains and capacity within the development, operation, monitoring and implementation of 5-year HSE Business Plan, as well as ensuring alignment with corporate strategies/objectives.
  • Track and update HSE business plans periodically to ensure the effective implementation of HSE Objectives using appropriate tools (i.e. Balanced Score Card concept), follows-up on completion targets and alert deviations from the plan and recommends remedial actions.
  • Provide professional advice in development of HSE Management Systems, Assurance programs, reviews and updates of respective HSE policies, management systems, procedures, guidelines and relevant ADNOC Corporate HSE documents to meet UAE Federal and Local laws/ legislations, international standards and Industry Best Practices.
  • Ensure development and implementation of appropriate review, audit and governance activities plans that will sequentially respond as control and contingency measures towards identified Risks.
  • Ensure effective and efficient development and monitor implementation of Performance Management Framework for all ADNOC Corporate HSE short/mid/long term plans and work programs.
  • Provide professional advice on establishment of systems & processes vital for ADNOC Group HSE operation. Oversees comparative analysis and benchmarking of ADNOC Group HSE performance and translates outcome into value added recommendations in line with ADNOC operating model imperatives People, Performance, Profitability and Efficiency.
  • Advise and provide support in the preparation of ADNOC HSE annual budget requirements with necessary justifications in accordance with the Business Plan / Budget guidelines.
  • Develop corporate HSE planning processes, Annual Business Plan and HSE Master Plan and provides guidance and support in the implementation of the same.
  • Ensure establishment of manpower competency evaluation and selection systems, analysis and allocation of necessary financial resources and identification of cost effective solutions that will result in positive and sustainable growth.
  • Provide advice on project/ program implementation of key Corporate HSE initiatives, executive directives, HSE campaigns and awareness programs, HSE Improvement Reviews.

Job Requirements:

  • Bachelor’s degree in Chemical Engineering, Environmental Science, Environmental Engineering, Business Administration or equivalent.
  • Have strong understanding of the planning role, HSE issues, practices and behavioural aspects in the upstream business, as well as in key business, financial, contracts, performance monitoring / reporting in the Oil & Gas industry.
  • 12 years of experience in HSE in oil/gas production/operation or petrochemical industry within general HSE disciplines as well as related to planning, cost control etc. in a large organization.
  • Experience in all or at least one of the following fields: Drilling, Operations, Construction, Petrochemicals and refinery.
